What an interesting word! 
Meaning – a fool, a stupid person whose incompetence or naivety is quite apparent. Often used to describe people of a much lower social ranking, and with some describing an unpopular or incompetent leader as an “utter nincompoop”. It’s just a shame that nobody seems to quite know the origin of the word for certain.
